Odstock Parish Council

An Ordinary meeting of Odstock Parish Council was held at 7:30pm on 19 April 2021 online through the ZOOM App.

Present: Sally Nelson (Chairman), Nigel Start (Vice-Chairman), Rod Poynting, Colin Berry, Thomas Newman, Richard Parsons (Clerk), Wiltshire Cllr Richard Clewer and two members of the public.
Apologies Accepted: Stephen Stapley and Barry Norris.

11/21 Open Public Forum: None.

12/21 Declaration of Interest: None.

13/21 Minutes of the Ordinary OPC meeting held on 8 February were approved and signed by the Chairman.

14/21 Nunton Recreation Field:
a) Play Area:
The new play equipment is now fully operational and complete.
b) Litter Picking: OPC has supplied 13 volunteers with equipment at a cost of £182.45.

15/21 Transport, Roads and Footpaths:
a) Wiltshire Council Highways:
Cllr Berry is concerned that the design for the proposed Nunton Footway is too substantial. He has been liaising with CATG engineers to redesign the footway to be more in keeping with the rural location. The revised proposals will be used to seek the necessary funding at a meeting scheduled for July.
b) Community Speed Watch: The Chairman reported that the CSW Team leader has been liaising with neighbouring parishes about the practicalities of deploying a Speed Indicator Device (SID). Britford parish may be interested in a shared SID which might cost up to £4,000. Wiltshire Cllr Clewer suggested that CATG would likely contribute £800.

16/21 Planning: 21/01716/FUL - Proposed additional operating theatre and daycare extension at New Hall Hospital, Bodenham. SP5 4EY.
OPC has no objections to the proposed development.
PL/2021/03020 - Removal of existing rear conservatory and replaced with single storey flat roof extension at 9 Ebbleside Villas, Nunton. SP5 4HT.
OPC has no objections to the proposed development.

17/21 Reports and Correspondence:
a) Wiltshire Council:
Wiltshire Cllr Clewer will continue to be supportive of Odstock PC after the 6 May elections.
b) Wiltshire Southern Area Board Meeting: The next meeting is scheduled for 7pm on 27 May 2021.

18/21 Finance:
a) Annual Governance Statement 2020-2021:
Section 1 of the AGAR was considered and unanimously approved.
b) Accounts for 2020-2021: Income of £20,889.26p for the year includes Football Fees of £150, bank interest of £19.26p, a grant from Wiltshire Council towards the new Nunton Play Area of £5,645 and the Precept of £15,075. Expenditure of £31,838.73p includes £4,730.51p on general administration, Grant aided capital spending of £23,041.55p on the new Nunton Play Area, £600 on grant support for village groups and £3,466.67p on Grass Cutting, Rents and general maintenance. The Accounts were unanimously approved, as presented.
c) Accounting Statements for 2020-2021: Since expenditure was in excess of £25,000, OPC will be required to have a Limited Assurance Review for 2020-2021. Section 2 of the AGAR was considered and unanimously approved.
d) Staff Costs for 2020-2021: The Parish Clerk's salary, currently £248 PCM, will be reviewed at a future meeting.
e) Earmarked Reserves: OPC is carrying forward £10,998.36p of which £4,000 is earmarked for Recreation Field and Pavilion maintenance and £4,000 is in a Capital fund. The remainder is a General fund balance of £2,998.36p.
f) Budget for 2021-2022: Bus shelter maintenance, upgrading the Nunton roadside footpath and the Speed Indicator Device project are likely to use a substantial amount of resources. The Grass Cutting quote of £2,214 was approved.
g) Transparency Fund Grant: OPC is carrying forward £157 of the £1,207 grant awarded to cover the ongoing cost of IT, website maintenance, hosting and GDPR compliance for the publication of OPC’s Policies and Documents.
h) Payments: The following were approved:

  Safety Supply Ltd – Hi-Viz clothing BACS £32.82p

  Firstalpha Ltd – Web & IT BACS £360.00p

19/21 Any Other Business (for information only): None.

20/21 The Annual OPC meeting scheduled for Monday, 17 May, will be postponed until OPC is advised of a date for an election of candidates to the Office of Parish Councillor. Since only two nominations were received by 8 April, the Wiltshire Council Returning Officer will set a date within 35 days of the local government elections on 6 May.
