An Ordinary meeting of Odstock Parish Council was held on 7
December 2020, online through the ZOOM app.
Present: Sally Nelson (Chairman), Nigel Start (Vice-Chairman),
Rod Poynting, Colin Berry, Richard Parsons (Clerk), Wiltshire
Cllr Richard Clewer and no members of the public.
Apologies Accepted: Stephen Stapley, Thomas
Newman and Barry Norris.
45/20 Open Public Forum: None.
46/20 Declaration of Interest: None.
47/20 Minutes of the Ordinary OPC meeting held
on 26 October were approved and signed by the Chairman.
48/20 Nunton Recreation Field:
a) Play Area: The Chairman reported the play equipment
appeared to be very soundly installed and the safety surface will
be effective. The invoice for £18,237.66 inc VAT has been
received and will be settled by the due date.
b) Play Area Inspection: Since the equipment has
a 2 year guarantee and the installation appeared to be sturdy, it
was agreed that an inspection costing up to £500 was considered
to be unnecessary.
c) Play Area Fencing: The Chairman recalled the
response last year from parishioners who believed fencing around
the play-area to be a useful feature. Metal bowtop fencing will
cost £5,989 plus £722 to supply and lay Grass-lok mats under
the original remaining items of play equipment, the Pony see-saw,
the Elephant sit in springer and the Playdale spinner. It was
unanimously agreed to proceed with the quotation, as presented.
d) Picnic Tables: Cllr Start advised that he was
ready to order two more picnic tables from the same supplier as
the one at Jubilee Gardens. He anticipated delivery and
installation would best be arranged during February.
49/20 Transport, Roads and Footpaths:
a) Wiltshire Council Highways: Cllr Berry is progressing
the Shepherds Close issues and the Parish Steward is reporting
issues which he is unable to deal with and responding to issues
reported on the Wiltshire App.
b) Overgrown Hedge: The Clerk agreed to discuss
remedial maintenance with the owner of The Slate Cottage.
c) Whitsbury Road, Odstock: Cllr Berry is
escalating the issue concerning speeding vehicles at this
location.
d) Community Speed Watch: The CSW Team leader
has agreed to research the options for a Speed Indicator Device.
e) CATG: Consultation has revealed the need for
a concrete section in the plans for with Nunton Footway Project.
50/20 Planning: No new Planning Applications to
consider.
51/20 Reports and Correspondence:
a) Wiltshire Council: Wiltshire Cllr Clewer reported the
consultation on the Local Plan Review which will run from January
to March 2021. Odstock PC will formally respond to this
consultation.
b) Next Area Board Meeting: This is likely to be
held virtually and is scheduled for 28 January 2021.
52/20 Finance:
a) Internal Audit: The current internal auditor has
agreed to his appointment for the ninth consecutive year.
b) Precept Resolution for 2021-22: £16,200 will
equate to £64.85p for a Band D Council Tax payer.
c) Payments: The following were approved:

53/20 Any Other Business (for information only):
Cllr Berry is concerned about the standard of workmanship by
British Telecom when carrying out road works in the parish. He
will do what he can to complain. He also agreed to trim the hedge
by the Play Area. The Longford Estate has trimmed the footpath
hedge from Odstock Church towards Nunton.
54/20 The Next Ordinary OPC meeting is scheduled
for Monday, 8 February 2021, online through the ZOOM app.
