Odstock Parish Council

An Ordinary meeting of Odstock Parish Council was held on 25 November 2019 in the Barker Room, near Nunton Church.

Present: Sally Nelson (Chairman), Nigel Start (Vice-Chairman), Colin Berry, Rod Poynting, Stephen Stapley, Richard Parsons (Clerk), Wiltshire Cllr Richard Clewer and no members of the public.
Apologies Accepted: Thomas Newman and Barry Norris.

55/19 Open Public Forum: None.

56/19 Declaration of Interest: None.

57/19 Minutes of the Extraordinary OPC meeting held on 30 September were approved and signed by the Chairman.

58/19 Community Initiatives:
a) Carboot Sales Days:
Cllr Poynting advised that the schedule of dates will be confirmed in the Spring.
b) Picnic Benches: OPC will arrange the purchase and installation of the new benches in the Spring.
c) Britford Parish Council: The Chairman has scheduled a meeting with BPC members to explore the possibility of merging with Odstock PC. Whilst most OPC members have reservations, the Chairman agreed to report back.

59/19 Nunton Recreation Field:
a) Football:
The Clerk reported that Downton FC have yet to make a payment towards the October Invoice for £300.
b) Play Equipment: Cllr Berry agreed to arrange a meeting with his playground contact at Salisbury City Council.
c) Play Area Fence: It was agreed to delay the installation of the fence until the play equipment issues are resolved.

60/19 Transport, Roads and Footpaths:
a) Wiltshire Council Highways:
The next Parish Steward’s visit is imminent. The visits appear to be effective.
b) Highways Act 1980: Sections 79 & 154 are specific about the obligations of landowners adjacent to public highways.
c) Community Speed Watch: Cllr Start reported that although deployments are less frequent, they are effective.
d) Speed Indicator Display (SID): Further research on costs and practicality is needed before making a decision.

61/19 Planning: No new Planning Application to consider.

62/19 Reports and Correspondence:
a) NALC & WALC:
Public Sector Bodies (Websites and Mobile Applications) (No.2) Accessibility Regulations 2018.
b) Wiltshire Southern Area Board: The next meeting is in Alderbury Village Hall on 28 November, followed by the next meeting in Whiteparish Memorial Hall on 30 January 2020.

63/19 Finance:
a) Internal Audit:
The current internal auditor has agreed to his appointment for the eighth consecutive year.
b) OPC's Community Grants: It was resolved to award a £600 grant to ONB PCC for Churchyard grass cutting.
c) Precept Resolution for 2020-21: £15,075 will equate to £58.95p for a Band D Council Tax payer.
d) Payments: The following were approved:

64/19 Any Other Business (for information only): Wiltshire Cllr Clewer alerted OPC to the threat of water logging and potential flooding. The Environment Agency’s website provides a flood warning system.

65/19 The Next Ordinary OPC meeting is scheduled for Monday, 10 February 2020.
