Odstock Parish Council

An Ordinary meeting of Odstock Parish Council was held on 9 September 2019 in the Nunton Recreation Field Pavilion.

Present: Sally Nelson (Chairman), Nigel Start (Vice-Chairman), Colin Berry, Rod Poynting, Stephen Stapley, Thomas Newman, Barry Norris, Richard Parsons (Clerk), Wiltshire Cllr Richard Clewer and three members of the public.
Apologies Accepted:none.

37/19 Open Public Forum: 1. OPC’s attention was drawn to potential improvements which could easily be made to the vicarage garden in Nunton. Some of the foliage is becoming excessively overgrown. 2. The roadside hedge at Old Slate Cottage is encroaching onto the highway such that turning left out of Nunton Drove is becoming hazardous.

38/19 Declaration of Interest: None.

39/19 Minutes of the Ordinary OPC meeting held on 1 July were approved and signed by the Chairman.

40/19 Community Initiatives:
a) Radnor Hall Committee:
Cllr Poynting advised that there were no new matters to be discussed by OPC.
b) Jubilee Gardens: The anti-social behaviour previously reported in August 2017 has again occurred and the Chairman advised that she had informed the Police. Cllr Start mentioned he had encouraged some users to clear their rubbish before leaving on one occasion. It was resolved that OPC would do their best to ensure the area is kept free of rubbish.
c) Picnic Benches: Cllr Norris reported his disappointment at the quality of the picnic tables which he had sourced and it was agreed to seek quotes elsewhere. OPC resolved to source better quality picnic tables for up to £300 each. Cllr Berry agreed to source and install a replacement ‘Deep Water’ sign.
d) Web Development: The Five Villages Facebook page will likely be a good source for ideas and helpers for further development of a formal Website for the local Community. The current website is hosted in Massachusetts, USA.

41/19 Nunton Recreation Field:
a) Downton Football Club:
Cllr Newman is liaising with Downton FC in order to maintain a list of dates when football will be played in Nunton. Downton FC will be paying £30 each month from August to April.
b) Play Area Fence: It was agreed that Cllr Berry will seek quotes from another contractor.
c) Play Equipment: Cllr Poynting advised that Playdale can replace the Swings for £6,000. Agreement was unanimous.

42/19 Transport, Roads and Footpaths:
a) Wiltshire Council Highways:
Cllr Berry reported that Nunton Drove is scheduled to be resurfaced on 12 November; CATG will be considering their involvement with the path from Nunton towards Odstock; Other major road repairs and improvements will be scheduled for the next financial year.
b) Footpath Maintenance: Cllr Poynting reported that he had collected 2 metal gates from Wiltshire Council. Volunteers will be invited to help with the installations.
c) Community Speedwatch: Cllr Start advised that this group were active at 4-6 weekly intervals.
d) Speed Indicator Device: Cllr Berry will research the available equipment and seek financial support from CATG.

43/19 Planning: 19/07371/FUL and 19/07237/FUL: OPC has no objection to either Planning Application.

44/19 Reports and Correspondence:
a) Wiltshire Council:
The last Area Board meeting was at Alderbury Village Hall on 4 September and the next Area Board meeting is scheduled for Thursday, 28 November, also in Alderbury Village Hall.

45/19 Finance:
a) Payments:
The following were approved:
  Bawden Contracting Services Ltd – Grass Cutting BACS £424.87p
  R Parsons – Clerk's salary and expenses, on account BACS £898.00p
  Earl of Radnor 1989 Settlement – Rent 629 £10.50p
  Wessex Water – Nunton Field Water Supply DD £31.76p
  Southern Electric – Nunton Field Electricity DD £92.61p

46/19 Any Other Business (for information only): Cllr Start drew attention to the recent Odstock/ Nunton Cricket match held on the Longford Castle Cricket pitch. The Nunton team was victorious.

47/18 The Next Ordinary OPC meeting is scheduled for Monday, 9 December 2019.
