Odstock Parish Council

An Ordinary meeting of Odstock Parish Council was held on 1 July 2019 in the Nunton Recreation Field Pavilion.

Present: Sally Nelson (Chairman), Nigel Start (Vice-Chairman), Colin Berry, Rod Poynting, Stephen Stapley, Richard Parsons (Clerk), Wiltshire Cllr Richard Clewer and one member of the public.
Apologies Accepted: Thomas Newman and Barry Norris.

26/19 Open Public Forum: No matters reported.

27/19 Declaration of Interest: None.

28/19 Minutes of the Annual OPC meeting held on 20 May were approved and signed by the Chairman.

29/19 Community Initiatives:
a) Radnor Hall Committee:
Cllr Poynting advised on the importance of maintaining an up-to-date list of Car Boot Sales. It was agreed to make the diary list available on the OPC website to include all uses of the Nunton Recreation Field.
b) Village Fete and Ebblefest: The Nunton Playing Field grass has been cut and preparations for the fete are underway.
c) Picnic Benches: Cllr Norris reported his disappointment at the quality of the picnic tables which he had sourced and it was agreed to seek quotes elsewhere to fulfil OPC’s requirement for replacement picnic tables.

30/19 Nunton Recreation Field:
a) Downton Football Club:
Cllr Start reported that he had received a signed copy of the licensing agreement from Downton FC who have agreed to pay £30 per month. The Chairman will sign an original copy of the agreement. It was also agreed the Chairman would obtain two sets of keys and Cllr Newman will be invited to liaise with Downton FC.
b) Play Area: One fence post has been replaced and the contractor aims to replace some others before the Fete.

31/19 Transport, Roads and Footpaths:
a) Wiltshire Council Highways:
Wiltshire Cllr Clewer reported that the maintenance of roadside footways along the A338 between Britford and Downton has been scheduled for completion during the summer. Cllr Start reported the over-grown vegetation restricting visibility at Jacobs corner on the road from the Odstock Crossroads to the Hospital. It was agreed that OPC will initiate an ‘extent of highways’ search to establish who is liable for roadside maintenance.
b) Footpath Maintenance: The Parish Steward will be invited to maintain overgrown footpaths in the parish.
c) Roadside Footpath from Nunton Farm towards Odstock: The Chairman reported that she had submitted a project application to the CATG for the refurbishment of this footpath.
d) Parish Emergency Assistance Scheme (PEAS): Whilst accepting that this is the right time to be considering a strategy for maintaining unobstructed roadways throughout the villages during inclement weather, OPC believes that no extra facilities are currently required. The nature of dairy farming means that roads need to be kept clear at all times to service the collection of milk. The Chairman agreed to write to the local farmer for confirmation that he has contingency plans in place and that he can be counted on to assist with keeping all parish roads clear in the event of heavy snow falls. OPC is also aware of the need for a plentiful supply of salt in the Shepherds Close car-park. This is currently adequate.
e) Timber Bus Shelters: Cllr Berry has repaired the seat in the bus shelter on the A338 and confirmed that the bus shelter at the Odstock Crossroads is currently in a fair state of repair.

32/19 Planning: No new Planning Application to consider.

The next Area Board meeting is at Coombe Bissett Village Hall on Thursday, 11 July.
