Odstock Parish Council

An Ordinary meeting of Odstock Parish Council was held on 12 December 2018 in the Nunton Recreation Field Pavilion.

Present: Sally Nelson (Chairman), Nigel Start (Vice-Chairman), Rod Poynting, Stephen Stapley, Barry Norris, Colin Berry, Thomas Newman, Richard Parsons (Clerk) and three members of the public.
Apologies Accepted: Wiltshire Cllr Richard Clewer.

51/18 Open Public Forum: A presentation by Longford Estate addressed HGV access along Nunton Drove. In consultation with Wiltshire Highways, a plan has been devised to ease visibility and access issues at the southern most corner. The inside bank and hedgerow will be repositioned and provision made for flood water to be diverted away from Nunton Drove properties.

52/18 Declaration of Interest: None.

53/18 Minutes of the Ordinary OPC meeting held on 10 September were approved and signed by the Chairman.

54/18 Community Initiatives:
a) Radnor Hall Committee:
Car Boot Sales contribute significantly to operational effectiveness. Cllr Poynting suggested that the annual OPC grant towards the cost of the Radnor Hall lease could be reduced in lieu of OPC’s cost in maintaining the Nunton Field. Cllr Poynting will put his suggestion before the Radnor Hall committee before OPC decide on grant aid.
b) Projects for 2019: Cllr Berry has demonstrated a justification for the footpath around the tree opposite Odstock Church and he proposes submitting an application for funding to the CATG which will require a 50% contribution from OPC. The Chairman proposes upgrading the play area fence and some refurbishment of the Pavilion. Cllr Poynting proposed committing funds for upgrading the Nunton play equipment and refurbishment of the Odstock bus shelter. A suggestion to commit funding for commemorative seating to complement the already agreed picnic table replacements was deferred.
c) Jubilee Gardens: Cllr Poynting committed to carry out any essential maintenance before the end of March.
d) Communications: Cllr Start agreed to ask Gavin Simmonite about the Facebook page he created for OPC.

55/18 Nunton Recreation Field:
a) Pavilion Walls:
The Chairman proposed a project for repainting the interior walls of the Pavilion.
b) Play Area: The cost of repairs to the play equipment and the boundary fence will be discussed further at the next meeting.

56/18 Transport, Roads and Footpaths:
a) Wiltshire Council Highways:
The next Parish Steward’s visit is imminent. The visits appear to be effective.
b) Highways Act 1980: Sections 79 & 154 are specific about the obligations of landowners adjacent to public highways and OPC will prepare a standard letter to be used when it becomes apparent that a landowner is not performing their duties.
c) Community Speed Watch: Cllr Start has found a volunteer to takeover the CSW team. More volunteers are needed.
d) Speed Indicator Display (SID): The Southern Area Board is currently reviewing the effectiveness of SID deployment.

57/18 Planning: 18/10634/FUL - Full Planning: Erection of a new ancillary building, including a swimming pool and a
storage/workshop at Nunton Cottage. SP5 4HW. There being no objections, OPC will support this applications.

58/18 Reports and Correspondence:
a) NALC:
Public Sector Bodies (Websites and Mobile Applications) (No.2) Accessibility Regulations 2018.
b) Wiltshire Southern Area Board: The Boundary Review consultation will be from 5 February to 15 April, with a final recommendation being published on 2 July.

59/18 Finance:
a) Internal Audit:
The current internal auditor has agreed to his appointment for a seventh consecutive year.
b) OPC's Community Grants: It was resolved to award a £600 grant to ONB PCC for Churchyard grass cutting.
c) Precept Resolution for 2019-20: £12,060 will equal the current level of £48.50p for a Band D Council Tax property.
d) Payments: The following were approved:

  Nunton Farm – Hedge Cutting BACS £168.00p

60/18 Any Other Business (for information only): The decision on the £250 Radnor Hall grant will be deferred.

61/18 The Next Ordinary OPC meeting is scheduled for Monday, 11 February 2019.
