Odstock Parish Council

An Ordinary meeting of Odstock Parish Council was held on 10 September 2018 in the Nunton Recreation Field Pavilion.

Present: Sally Nelson (Chairman), Nigel Start (Vice-Chairman), Rod Poynting, Stephen Stapley, Barry Norris, Richard Parsons (Clerk), two members of the public and Wiltshire Cllr Richard Clewer.
Apologies Accepted: Colin Berry and Thomas Newman.

40/18 Open Public Forum: An Odstock parishioner raised the issue of road safety at the Odstock crossroads and a Nunton parishioner is concerned about visibility at Jacob’s corner on the road towards Salisbury District Hospital. Section 79 of the Road Traffic Act 1980 refers specifically to the ‘Prevention of obstruction to view at corners’.

41/18 Declaration of Interest: None.

42/18 Minutes of the Ordinary OPC meeting held on 2 July were approved and signed by the Chairman, subject to a small correction concerning the likely cost of picnic tables at 33/18(d).

43/18 Community Initiatives:
a) Radnor Hall Committee:
The next meeting will be on 2 October where the Car Boot Sales schedule will be dicussed.
b) New Vicar: On behalf of OPC, the Chairman attended the meeting to welcome the new vicar on 16 July.
c) O, N & B Grand Fete: The fete on 14 July was well-attended as usual.
d) Jubilee Gardens: Cllr Poynting reported that he and Cllr Berry had carried out maintenance to the river bed. Further maintenance will be carried out in the Autumn following the guidance set out by the Environment Agency.
e) Communications: The Chairman suggested that Cllr Newman might be prepared to take over administration of the OPC Facebook page created by Gavin Simmonite. Improvements to the OPC website will be carried out soon.

44/18 Nunton Recreation Field:
a) Storage Building:
Cllr Stapley has removed the ivy and Cllr Poynting finished painting with wood preservative.
b) Pavilion Floor: Cllr Norris agreed to organise the repainting of the Pavilion floor with grey paint.
c) Play Area: Cllr Poynting agreed to assess the condition of the wooden posts supporting the swings and play equipment.
d) Play Area Boundary Fence: The Chairman agreed to obtain quotations for a replacement fence.

45/18 Transport, Roads and Footpaths:
a) Wiltshire Council Highways:
The next Parish Steward’s visit is imminent. The visits appear to be effective.
b) Community Speed Watch: Cllr Start reported that about 10% of vehicles exceed 36mph. More volunteers are needed.
c) Speed Indicator Display (SID): Cllr Start will make the arrangements for the shared SID to visit for 10 days each time.
d) Surface Dressing: Cllr Start reported that this would be completed before the weekend and new white lining soon after.

46/18 Planning: There were no new Planning Applications.
a) Revised National Planning Policy Framework 2018: The Chairman notes the new guidance and will bear this in mind when discussing the neighbourhood plan with the newly appointed Longford Estate Manager in post in December.
b) 2018 Local Government Boundary Review: Wiltshire Cllr Clewer reminded OPC that this consultation ends on 5-Nov.

47/18 Reports and Correspondence:
a) Gypsy & Traveller Culture:
Wiltshire Council Training at City Hall on Monday, 24 September, 12:30-4pm.
b) Community First: AGM invitation for 11 October in Devizes.
c) WALC Newsletter: A Community Led Housing initiative by Wiltshire Council in partnership with Community First and Wiltshire Community Land Trust to provide affordable homes in communities to benefit local people.

49/18 Any Other Business (for information only): Estate Agent’s ‘For Sale’ boards will ordinarily be removed within 6 weeks of exchange of contracts. In any event, signs on highways land will not have permission to be erected.

50/18 The Next Ordinary OPC meeting is scheduled for Wednesday, 12 December 2018.
