An Ordinary meeting of Odstock Parish Council was held
on 7 September 2015 in the Pavilion on Nunton Recreation Field.
Present: Gavin Simmonite (Chairman), Rod Poynting
(Vice-Chairman), Stephen Stapley, Nigel Start, Sally Nelson, David
Williamson-Jones, Richard Parsons (Clerk) and two members of the public.
Apologies: Colin Berry and Wiltshire Cllr Julian
Johnson.
37/15 Open Public Forum: A Shepherds
Close resident expressed concern that large delivery lorries were
regularly causing inconvenience and incidental damage in Shepherds Close
when making deliveries.
38/15 Declaration of Interest:
None.
39/15 Minutes of the Ordinary OPC meeting
held on 2 July were approved and signed by the Chairman.
40/15 Nunton Recreation Field:
a)Play Area: The
soundness of the wooden uprights and plastic fittings, which the recent
RoSPA inspection had identified as requiring careful monitoring, had
been inspected by Cllr Poynting on 20 May 2015 and found to be
structurally robust. The remainder of the equipment was found to be in
good order and condition.
b)Pavilion: Funding for
full replacement of the pavilion was discussed because the fabric of the
building is visibly deteriorating. Some window frames may soon require
their removal because repair might prove to be impractical.
41/15 Community Initiatives:
a)Radnor Hall Committee:
The refurbishment plan includes redecoration, new lights and
radiators, etc.
b)Parish/Community Planning: Cllr
Nelson reported on the valuable feedback obtained from the ONB Fete
which will form the basis of a questionnaire designed to engage with
parishioners. OPC will not be taking an active role with the plan’s
formation and will only provide requested input and hold funds on behalf
of the steering committee.
c)Social Interaction: The
Chairman has created a Facebook page to more effectively engage with
parishioners. OPC’s statutory mandate is to lobby other tiers of
government on behalf of the people they represent.

Transport, Roads and Footpaths:
a)Wiltshire Council Highways:
Wiltshire Cllr Johnson’s top priority is the resurfacing of the
C12 from the A338 to the Odstock Crossroads. Whilst this is top of the
Highways maintenance list, a start date has yet to be agreed.
b)Wessex Water: From 21 September, Water Main
improvements will likely disrupt traffic on the C328 north of Odstock
village. Cllr Start agreed to liaise with Wessex Water to minimise the
inconvenience to road users.
c)Community Area Transport
Group: The next CATG meeting is on Tuesday, 22 September. Cllr
Berry will attend.
43/15 Planning: 1) 15/07603/FUL:
Single storey rear and 2 storey side extensions at Comptons Cottage,
Odstock - Cllr Williamson-Jones agreed to forward to the planners, OPC’s
concerns regarding the roadside boundary hedge.

15/07894/FUL: Proposed 2 storey administration building at New
Hall Hospital, Bodenham - No Objections.
44/15 Reports
and Correspondence: The next Area Board meeting is in Downton
School at 7pm on Thursday, 1 October.
45/15 Finance:
a)Bank Account Signaturies: The two signature rule (LGA72 s150)
was repealed to enable the use of Internet banking. It was agreed that
the Chairman, Cllr Stapley and Cllr Start would have full access to the
online bank accounts.

46/15 Any Other
Business (for information only): Cllr Start queried the
ownership of land off of the Avenue, Odstock. He also agreed to submit a
proposal for a project tracker for use by OPC members. There followed a
discussion about OPC’s relationship with the Longford Estate and how
future developments within the parish might evolve.
47/15 The next Ordinary OPC meeting is scheduled for Monday, 7
December.
